The Spy Fox games were targetted to an older age group than that. I’d suggest that they’d be better suited for 10+ as the puzzles are generally tougher.
By age, I’d say they should be ordered as Putt-Putt, Freddi Fish, PJ Sam, Spy Fox. Although the relative choice between FF and PJS is certainly debatable.
BTW, I’d also strongly recommend a couple of games from Hulabee, where some of the old Humongous Entertainment folks went to. One that’s possibly for ages even younger than for Putt-Putt is “Ollo and the Sunny Vally Fair” and for kids in the Spy Fox age there’s “Moop and Dreadly: The Treasure on Bing Bong Island”.

Moop and Dreadly is really good.
